According to the assessments made so far, we will be able to achieve almost all new and more challenging targets. On two fronts – reducing consumption and reducing emissions in non-industrial sectors (transport, civil and agricultural) – the targets that are being asked of us at the country level are very difficult. And based on the assessment of energy and emissions indicators for the year 2030, derived from the application of the approach just outlined, it is seen that, despite our efforts, we are far from achieving the goals of 2030. Specifically, the fit of 55 sets the target is 94 million tons of oil equivalent by 2030 For final consumption, but according to our estimates, the bar will stabilize at 100 million tons of oil equivalent. For emissions reductions for the non-ETS sectors, we expect the ratio to be -36% against a binding target for Europe set at -43.7%.

How will you move to regain lost ground?

It will be necessary to evaluate new exceptional measures to further reduce consumption and emissions in the civil sector, transport and agriculture and to find adequate financial coverage. In light of the preparation of the final plan, it will be necessary to activate a continuous dialogue with Europe that takes into account some of the peculiarities of the Italian medium-term situation, while indicating some specific goals. Finally, with the aim of taking a “pragmatic” approach and taking care of the “industrial” and “social” fabric of our country, we intend to pay special attention to monitoring activities and impact analysis, as well as in terms of cost-effectiveness, policies and measures to be implemented. We have one year available through June 30, 2024.
